Terms of Service
Effective 18 July 2026. Applies to the National Education Intelligence Platform (NEIP).
1. Acceptance & eligibility
Who may use NEIP. Access is restricted to accredited Nigerian government ministries and agencies and to the officers they authorise. Every account is tied to an agency role and a jurisdiction; the console is not reachable without one.
Status. NEIP is developed and operated by MirrorMingo for deployment by accredited Nigerian education authorities. It is not an official Federal Government of Nigeria service unless and until it is formally commissioned by a sponsoring ministry or agency.
2. Accounts & authentication
- Officer accounts are issued to named individuals and must not be shared. Credentials are personal to the officer.
- Two-factor authentication is supported and may be required for a deployment. Officers are responsible for keeping their credentials and second factor secure.
- The agency is responsible for requesting, approving and promptly deprovisioning officer accounts as staff change roles or leave.
- Notify us without delay of any suspected unauthorised account use.
4. Acceptable use
Officers and agencies must not:
- attempt to re-identify individual learners from aggregated data, or combine NEIP data with other sources to do so;
- use NEIP data to rank, discipline or penalise named teachers or individuals in a way the platform is expressly designed to prevent;
- extract, scrape or bulk-export data beyond the agency's authorised purpose and agreement;
- share access, data or outputs with any party outside the authorising agency without a lawful basis and, where required, a data-sharing instrument;
- probe, load-test or interfere with the security or integrity of the platform except under an agreed security assessment (see our security contact).
5. Data-sharing instrument
Sensitive datasets remain held and unusable until the agency's data-sharing instrument is signed and in force — this gate is enforced in code. The instrument documents purpose, categories, lawful basis, retention and each party's obligations, and it forms part of these terms for the relevant data.
6. Roles & responsibilities
For each deployment, the agency is the data controller and MirrorMingo is the data processor and software operator, processing data only on the agency's documented instructions. The full controller/processor/ownership split, including hosting and key custody, is set out in our Privacy Policy and the deployment agreement.
7. Service, support & changes
- We aim to provide NEIP reliably, but the public site and any evaluation environment are provided on an availability basis. Production service levels, if any, are set in the deployment agreement.
- We may update, improve or modify features. We will not make a change that materially degrades a contracted capability without following the agreement's change process.
- Support channels and response targets are as stated in the deployment agreement.
8. Intellectual property & data ownership
The software. MirrorMingo and its licensors own the NEIP platform, software, models, designs and all related intellectual property. The agency receives a non-exclusive, non-transferable right to use NEIP for the term of its deployment, and nothing here transfers ownership of the software.
The agency's data. The agency owns its tenant and the data held in it. We claim no ownership of that data and use it only to provide and secure the service on the agency's instructions.
9. Confidentiality
Each party will protect the other's confidential information — including non-public data, security details and commercial terms — using at least reasonable care, and will use it only to perform under these terms and the agreement.
10. Audit & monitoring
NEIP records grants, approvals, interventions, submissions and queries against the officer who performed them, and maintains technical logs to operate the service securely. Agencies may exercise audit rights as set out in their agreement.
11. Warranties & disclaimers
Illustrative figures are not guarantees. Sample dashboards, scores, indices, projected improvements and cost estimates shown on the public site or produced as planning aids are illustrative and probabilistic. Their inputs, methods and confidence are described in the methodology notes on the public site. They are decision-support, not statements of fact or guaranteed outcomes, and every recommendation is subject to the review and approval of an authorised officer.
No warranty of specific outcomes. Except as expressly stated in a deployment agreement, NEIP is provided "as is" and we disclaim implied warranties to the extent permitted by law. We do not warrant that any specific educational or financial outcome will be achieved.
12. Limitation of liability
To the maximum extent permitted by applicable Nigerian law, neither party is liable for indirect, incidental or consequential loss, and each party's aggregate liability is limited as set out in the deployment agreement. Nothing in these terms limits liability that cannot be limited by law, including for a party's own breach of its data-protection obligations.
13. Term, termination & offboarding
- These terms apply while an agency or officer has access. A deployment's term is set in its agreement.
- Either party may terminate as provided in the agreement, and we may suspend access to address a security risk or a serious breach of these terms.
- On termination, officer access ends, and the agency's data is returned and/or deleted per the offboarding and retention terms in the agreement and our Privacy Policy.
14. Governing law & disputes
These terms are governed by the laws of the Federal Republic of Nigeria, including the Nigeria Data Protection Act 2023. Disputes are subject to the dispute-resolution and jurisdiction provisions of the applicable deployment agreement; absent one, to the courts of Nigeria.
15. Changes to these terms
We may update these terms; the effective date above shows the current version (18 July 2026). For an active deployment, material changes follow the agreement's change process rather than taking effect unilaterally.
